Right. Suppose you were in a city that you had 3 shields in, with a reputation of +2 on the track. That gives you a +5 total bonus for influence interactions, but only once.
So if you wanted to hire two units, one for 6 and one for 8, you would need to generate 9 more influence (6-5 for the first, 8 for the second). You do not get to pay only 4 additional influence (6-5 and 8-5).
