I'm not sure that's the only reason it's there. In one of my first games, we weren't too familiar with the skills, and when Norowas took this skill no one realized we should add the units.
What ended up happening was that through nobile manners and heroic tale he recruited the three village recruitable units the next turn (recruited peasants to use their influence to recruit over them) and the rest of the units were not recruitable (only had keeps and villages revealed, while rest of units were mage towers and monasteries - it's possible one of the other players had already recruited one, or else we just got really unlucky with unit draws).
The end result was that the skill was a pretty aggressive ability because it removed the chance for others to get a unit; I think the skill is awesome enough that the additional limiting of options for other players is unnecessary and not an intended consequence (if it was, then I think there are ways to maintain that and still allow Norowas the chance at more units).
