Yeah, I'd believe the rulebook for this one.
Me too - but 4a and 4b are not worded the same.

Was it already given somewhere in this thread? It just seems odd to me that there would be a re-print made of these two rules and they would not just write "All skills other than Motivation can only be used on your own turn".
It makes sense though. Otherwise things can get confusing....
