I think of it the other way around: Why should it let you allow to pass mountains/lakes? Every other effect I'm aware of which lets you pass lakes/mountains explicitly says so.
I also think it should be that you can fly over them, just wanted to be sure. There's this guy Filip who says that you can do here and claims his answers are official. I just found that thread.
