I have done some searching without finding a firm answer to this situation:
One of our players was on a spawning ground with a rampaging dragon in an adjacent space. He stated that he was entering the spawning ground while drawing in the dragon resulting in a dragon/brown/brown fight. We let it go but my thought it that the spawning ground reads "You may enter the spawning ground as your action for the turn" so he should only have done one or the other. Thoughts?
When we talked about this after he said that he had read session reports where people had assaulted a keep AND rampaged enemies that were adjacent to the keep (but not the starting space) at the same time.

The short answer is that no, he can't do that.
The long answer is that the recalled session report was correct: you can challenge rampaging enemies adjacent to your space, but only when you have moved into that space in an initial attack. You can challenge a rampaging enemy when moving to assault a fortified site (like a keep), or when you are provoking one rampaging enemy in a move that puts you adjacent to an additional rampaging enemy. But spawning grounds (and other adventure sites, where you're just staying put and attacking) are not eligible for these add-on challenges.
Rulebook, p. 7, under "Combat with Enemies":
2c. If your move started a combat and there are one or more
rampaging enemies adjacent to the space you moved into,
you may challenge them to join the fight. This means:
• You may provoke a rampaging enemy by your move,
then challenge one or more rampaging enemies adjacent
to the space you moved into, and then fight them all.
• When assaulting a fortified site, you may also challenge
any rampaging enemies adjacent to that site. They join
the defenders in combat, but are not fortified and you do
not need to defeat them in order to conquer the site.
d. You cannot challenge extra enemies when entering an
adventure site.
