I disagree with this. The language is ambiguous. If you were taking a medicine with the following instructions:

"Once a day, before you eat a meal, swallow two pills,"

then many people (at least) would think that you could take the pills before any meal, not only before the first meal. It's unclear whether it's referring to the first meal of the day, or to any meal.

But, in this case, which of the possible interpretations applies is fairly clear, and besides it's been officially clarified. Seeing an ambiguity is not unreasonable. Persisting once it's been answered, is.
