Yes. At random during other players' turns feels wrong... not to mention being a recipe for arguments at the table. A common approach is to disallow the interruption of played effects until they have resolved fully, save for those things demanded by the effect itself. A playable-in-other-turns case I'm thinking of is Motivation, which seems playable even outside of PvP.
